Huitt-Zollars prepared individual and nationwide permitting packages for this master planned development. The project included wetlands delineation, environmental planning integration, ecological and habitat analysis, archeology, 404 permitting, and mitigation planning. Special considerations included a World War I era historical site used for airborne training purposes, coupled with large expanses of an undisturbed-tall-grass prairie ecosystem. Challenges included mitigation planning for unavoidable impacts. Huitt-Zollars worked closely with U.S. Army Corps of Engineers, EPA, U.S. Fish & Wildlife, and additional resource agencies to preserve and enhance large interconnected tracts to meet compensatory mitigation requirements.
