This program required the replacement of three to five miles of old cast iron water lines per year. The lines were located in established city neighborhoods. During construction, existing lines were kept in service with minimal interruption, and access to residences and two-way traffic was maintained. The program also included the installation of 120 new fire hydrants, the reconnection of 2,400 water services, the replacement of pavement, and the acquisition of permits from the Texas Department of Transportation and the El Paso County Water Improvement District #1.
